{"id":7595,"date":"2026-01-05T10:38:22","date_gmt":"2026-01-05T13:38:22","guid":{"rendered":"https:\/\/impactocastex.com.ar\/?p=7595"},"modified":"2026-01-05T10:38:23","modified_gmt":"2026-01-05T13:38:23","slug":"demoras-discrecionalidad-y-acuerdos-que-nacion-no-cumple-con-la-pampa","status":"publish","type":"post","link":"https:\/\/impactocastex.com.ar\/?p=7595","title":{"rendered":"Demoras, discrecionalidad y acuerdos que Naci\u00f3n no cumple con La Pampa"},"content":{"rendered":"\n<p>Milei y Ziliotto, durante un encuentro con gobernadores.<\/p>\n\n\n\n<p><strong><\/strong>Las transferencias no autom\u00e1ticas son fondos que Naci\u00f3n env\u00eda a las provincias por fuera de la coparticipaci\u00f3n y que dependen de convenios o decisiones administrativas.<\/p>\n\n\n\n<p>Durante la gesti\u00f3n de Javier Milei, este esquema estuvo atravesado por demoras, recortes y acuerdos firmados que no se cumplen.<\/p>\n\n\n\n<p>En el caso de La Pampa, el Gobierno nacional posterg\u00f3 durante meses los pagos vinculados al convenio por el d\u00e9ficit de la Caja Previsional y reci\u00e9n en diciembre realiz\u00f3 un primer desembolso, mientras restan doce cuotas a\u00fan pendientes. A eso se suma otro frente cr\u00edtico: los convenios de Obras P\u00fablicas rubricados durante la gesti\u00f3n anterior y ratificados por Naci\u00f3n, que tampoco est\u00e1n siendo ejecutados.<\/p>\n\n\n\n<p>La deuda acumulada que Naci\u00f3n tiene con La Pampa supera los 400 mil millones de pesos.<\/p>\n\n\n\n<p>Al mismo tiempo, Naci\u00f3n mantuvo la asignaci\u00f3n discrecional de los Aportes del Tesoro Nacional, sin criterios objetivos de reparto. En 2025, La Pampa no recibi\u00f3 ATN, pese al impacto financiero del incumplimiento de los acuerdos vigentes, lo que profundiza el escenario de desigualdad en la distribuci\u00f3n de los recursos nacionales.<\/p>\n\n\n\n<p>As\u00ed, el mapa de las transferencias no autom\u00e1ticas bajo la gesti\u00f3n Milei muestra dos rasgos que se potencian: por un lado, la demora o incumplimiento de compromisos asumidos por ley o por convenio \u2014incluyendo fondos previsionales y obras p\u00fablicas\u2014 y, por el otro, una fuerte discrecionalidad en la asignaci\u00f3n de los recursos que s\u00ed dependen de decisi\u00f3n pol\u00edtica, dejando a La Pampa entre las provincias m\u00e1s perjudicadas por la pol\u00edtica de ajuste fiscal del Gobierno nacional.<\/p>\n\n\n\n<p>eldiariodelapampa<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Milei y Ziliotto, durante un encuentro con gobernadores.
