{"id":24383,"date":"2026-08-06T02:11:20","date_gmt":"2026-08-06T05:11:20","guid":{"rendered":"https:\/\/impactocastex.com.ar\/?p=24383"},"modified":"2026-08-06T02:11:20","modified_gmt":"2026-08-06T05:11:20","slug":"el-gobierno-oficializo-la-suspension-del-decreto-que-desregulo-el-servicio-de-practicos-tras-el-conflicto-portuario","status":"publish","type":"post","link":"https:\/\/impactocastex.com.ar\/?p=24383","title":{"rendered":"El Gobierno oficializ\u00f3 la suspensi\u00f3n del decreto que desregul\u00f3 el servicio de pr\u00e1cticos tras el conflicto portuario"},"content":{"rendered":"<p>El Gobierno oficializ\u00f3 este jueves la suspensi\u00f3n del decreto que hab\u00eda desregulado el servicio de <b>practicaje y pilotaje<\/b> y que deriv\u00f3 en un <a href=\"https:\/\/www.lanacion.com.ar\/economia\/el-gobierno-acordo-con-los-practicos-y-se-restablecera-el-servicio-en-el-puerto-nid04082026\/\" target=\"_self\" rel=\"\" title=\"https:\/\/www.lanacion.com.ar\/economia\/el-gobierno-acordo-con-los-practicos-y-se-restablecera-el-servicio-en-el-puerto-nid04082026\/\">conflicto con los profesionales del sector<\/a>, que esta semana paraliz\u00f3 gran parte de la actividad portuaria y del comercio exterior argentino.<\/p>\n<p>La decisi\u00f3n qued\u00f3 formalizada mediante el decreto 716\/2026, publicado esta madrugada en el Bolet\u00edn Oficial y firmado por el presidente<b> Javier Milei<\/b>, el jefe de Gabinete <b>Diego Santilli <\/b>y los ministros <b>Alejandra Monteoliva<\/b> y <b>Federico Sturzenegger<\/b>. La medida hab\u00eda sido anticipada por el Gobierno luego del acuerdo alcanzado con los pr\u00e1cticos, que incluy\u00f3 una reducci\u00f3n del 20% en las tarifas y la reanudaci\u00f3n de las tareas de asistencia a la navegaci\u00f3n.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/resizer.glanacion.com\/resizer\/v2\/KSE3ZYZLRFFVHMCKIAWOA25Y7A.jpg?auth=35a6e5c371fa81c25a7e21aa0640109a853004a0b9cae14fdbcd42e42eb3ffd8&amp;smart=true&amp;width=2000&amp;height=1333\" alt=\"La Hidrov\u00eda se vio afectada por el paro de los pr\u00e1cticos\" height=\"1333\" width=\"2000\" \/><\/p>\n<p>La nueva normativa <b>suspende los efectos del decreto 690<\/b>, dictado a fines de julio, y restituye mientras dure esa suspensi\u00f3n las disposiciones que reg\u00edan anteriormente. Aquel r\u00e9gimen hab\u00eda eliminado distintas restricciones para el ingreso de nuevos prestadores y avanzado en una mayor apertura de la actividad con el objetivo oficial de generar competencia y reducir los costos. <\/p>\n<p>Sin embargo, <b>su entrada en vigencia provoc\u00f3 una fuerte reacci\u00f3n de pr\u00e1cticos, pilotos y baqueanos<\/b>, que dejaron de aceptar nuevos servicios. La medida afect\u00f3 el movimiento de los puertos, provoc\u00f3 la acumulaci\u00f3n de embarcaciones y gener\u00f3 demoras y sobrecostos para las empresas vinculadas al comercio exterior.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/resizer.glanacion.com\/resizer\/v2\/V3VFXURTLJA4NMBQQQ5UPXL6GY.jpg?auth=685f94f6de9736914acddb97972ef2927e37bd26378a130bcdc0922c3fbf2a51&amp;smart=true&amp;width=2000&amp;height=1333\" alt=\"El decreto publicado este jueves fue firmado por el presidente Javier Milei, el jefe de Gabinete Diego Santilli y los ministros Alejandra Monteoliva y Federico Sturzenegger\" height=\"1333\" width=\"2000\" \/><\/p>\n<p>El propio Gobierno reconoci\u00f3 en los fundamentos del decreto que las medidas de fuerza generaron una \u201csituaci\u00f3n excepcional\u201d que puso \u201cen crisis el normal funcionamiento\u201d del sistema de prestaci\u00f3n del servicio de practicaje y pilotaje.<\/p>\n<p>Ante ese escenario, funcionarios del Ministerio de Seguridad Nacional se reunieron con representantes del sector para buscar una salida al conflicto. De esas negociaciones surgi\u00f3 el compromiso de normalizar el servicio, suspender la desregulaci\u00f3n, reducir un 20% las tarifas y abrir una instancia de di\u00e1logo para elaborar un nuevo marco para la actividad. El entendimiento qued\u00f3 ahora plasmado en el decreto publicado este jueves.<\/p>\n\n<p>Adem\u00e1s de suspender el r\u00e9gimen impulsado originalmente por el Gobierno, la normativa <b>crea una Mesa de Trabajo<\/b> en el \u00e1mbito del ministerio de Seguridad Nacional. Estar\u00e1 integrada por funcionarios de esa cartera, de la <b>Prefectura Naval Argentina<\/b> y de la Agencia Nacional de Puertos y Navegaci\u00f3n (Anpyn), junto con representantes del sector de practicaje y pilotaje.<\/p>\n<p>El objetivo ser\u00e1 alcanzar consensos sobre las reglas que regir\u00e1n la actividad. El ministerio de Seguridad, Prefectura y la Anpyn quedaron facultados para adoptar las medidas necesarias para garantizar la continuidad del servicio. <\/p>\n<p>De esta manera, el Gobierno formaliz\u00f3 la marcha atr\u00e1s con la desregulaci\u00f3n que hab\u00eda impulsado en este sector y abri\u00f3 una nueva etapa de negociaci\u00f3n con los pr\u00e1cticos, despu\u00e9s de que el conflicto paralizara el movimiento de los puertos del pa\u00eds.<\/p>\n<p>\u200bEl Ejecutivo restituy\u00f3 el r\u00e9gimen anterior y cre\u00f3 una mesa de trabajo con representantes del sector; la
