Abbott sostuvo que quienes se encuentran en el pa\u00eds norteamericano de manera irregular presentan <b>un mayor riesgo de fuga mientras esperan el juicio.<\/b><\/p>\n<p>El paquete presentado por Abbott incluye: <\/p>\n<ul>\n<li>Nuevas restricciones para la libertad bajo fianza<\/li>\n<li>La creaci\u00f3n de un fiscal estatal con alcance en todo el territorio texano<\/li>\n<li>Mecanismos para facilitar la destituci\u00f3n de fiscales de distrito. <\/li>\n<\/ul>\n<p>El gobernador asegur\u00f3 que, si estas medidas avanzan, el estado podr\u00e1 reforzar la protecci\u00f3n de las comunidades locales. \u201c<b>Cuando estas estrategias sean aprobadas<\/b>, lograremos nuestro objetivo de asegurarnos de que, como estado, estamos protegiendo a nuestras comunidades\u201d, afirm\u00f3 durante el anuncio.<\/p>\n<h1>La reforma de Abbott necesitar\u00eda cambios constitucionales<\/h1>\n<ul>\n<li>Algunas de las iniciativas impulsadas por el mandatario no podr\u00edan entrar en vigor \u00fanicamente mediante leyes ordinarias. <\/li>\n<li>Seg\u00fan<i> The Texas Tribune<\/i>, las restricciones vinculadas con la libertad bajo fianza y las modificaciones relacionadas con la destituci\u00f3n de fiscales requerir\u00edan <b>enmiendas a la Constituci\u00f3n<\/b> estatal.<\/li>\n<\/ul>\n<figure><video height=\"544\" width=\"960\" poster=\"https:\/\/cdn.jwplayer.com\/v2\/media\/fNnGTgHn\/poster.jpg?width=720\" preload=\"none\"><\/video><figcaption>La propuesta del aliado latino de Greg Abbott en Texas para defender a los agentes del ICE<\/figcaption><\/figure>\n<p>Eso implica que las propuestas necesitar\u00edan una <b>mayor\u00eda calificada<\/b> en la <b>Legislatura <\/b>de Texas, algo que no resultar\u00eda sencillo en un escenario pol\u00edtico dividido. <\/p>\n<p>El antecedente m\u00e1s cercano ocurri\u00f3 el a\u00f1o pasado, cuando una iniciativa similar para <b>negar la fianza a inmigrantes indocumentados acusados de ciertos delitos no logr\u00f3 alcanzar los 100 votos<\/b> necesarios en la C\u00e1mara de Representantes estatal.<\/p>\n<p>Pese a ese resultado legislativo, Abbott dej\u00f3 en claro que volver\u00e1 a insistir con el proyecto. Incluso advirti\u00f3 que aquellos legisladores que rechacen la medida deber\u00e1n <b>\u201cresponder ante los votantes\u201d <\/b>por oponerse, seg\u00fan \u00e9l, a una iniciativa destinada a proteger la seguridad p\u00fablica.<\/p>\n<h1>El foco de las propuestas de Abbott est\u00e1 puesto sobre Jos\u00e9 Garza<\/h1>\n<p>Gran parte del anuncio estuvo atravesado por las <b>cr\u00edticas <\/b>contra el fiscal del condado de <b>Travis<\/b>, <b>Jos\u00e9 Garza<\/b>, una figura frecuentemente cuestionada por sectores conservadores y sindicatos policiales. <\/p>\n<p>Durante la fiscales priorizan la ideolog\u00eda pol\u00edtica por encima de la aplicaci\u00f3n de justicia. <\/p>\n<p>El presidente de la <b>Austin Police Association<\/b>, <b>Michael Bullock<\/b>, asegur\u00f3 que en ciertos casos \u201cla justicia queda relegada frente a la pol\u00edtica, la ideolog\u00eda y la conveniencia\u201d.<\/p>\n<p>Otra de las cr\u00edticas dirigidas a Garza est\u00e1 relacionada
